If the transition metal ion has unpaired electron then it shows colour.

Sc3+ : [Ar]18 3d04s0

Fe2+ : [Ar]18 3d54s1

Ti3+ : [Ar]18 3d14s0

Mn2+ : [Ar]18 3d54s0

Hence, Sc3+ do not contain unpaired electron and hence it will not undergo d – d transition and do not show colour.
